Lion Philip (Phil) W Schrack, of Virginia was elected District Governor & Council Chair in 2000-2001. Past Council Chair Schrack is a retired aerospace engineer.
A member of the Woodbridge Lions Club since 1967, with perfect attendance, PCC Schrack has held many offices within the association, including club president, secretary, treasurer, zone chair, deputy district governor, vice district governor, district governor and council chairman. Additionally he has served as President of the Lions Eye Glass Recycling Center, Secretary of the Lions of Virginia Foundation (6 years); President of the Northern Virginia Lions Youth Camp, VP of the District 24-A Hearing Aid Bank, Secretary/Treasurer of the District 24-A PDG Association. President 2010-2011 of the Lions of Virginia Foundation. In 2005 he was appointed to the Lions International Trading Pin Club (LITPC) board of directors to be the web master. He is a LITPC William A. Smith Fellow.
In recognition of his service to the association he has received numerous awards, including the 100% Club Secretary Award, 100% Treasurer’s Award, 100% Club President Award,  District Governor’s Appreciation Awards, the 100% District Governor’s Award, four Lions club extension awards, International President Leadership Award and an International President’s Award, 4 International Certificates of Appreciation. He is a LOVF Humanitarian and a Progressive Melvin Jones Fellow. International Presidents Commendation Award 2008-2009.  In 1999 Lion Phil and his wife Lion Sharon were recognized as a Region Lion Couple of the Year.
In addition to his Lions activities, PCC Schrack is active in numerous professional and community organizations. A Life member of the Society of Manufacturing Engineers, four term member of his church’s administrative board to include Chairman of the Finance and Stewardship Committees and Treasurer.
Past Council Chair Schrack’s wife, Sharon, is also a Lion and a Melvin Jones Fellow. They have 3 children and 4 grandchildren
